Pre-Credits Sequence
Bond is in Bilbao investigating to a Swiss banker in order to retrieve £3m that Sir Robert King used to buy a stolen top-secret report and to get a lead on a dead MI6 agent.

When Bond doesn't get his demands, he ups the ante by roughing up the goons. Upon questioning the banker at gunpoint, a mysterious assassin later to be known as "Cigar Girl" thwarts his attempts. It soon becomes time to leave and Bond opts for the window, keeping one step ahead of the authorities.

Later back at the MI6 building Sir Robert has arrived to collect his money and is speaking to M when Bond enters her office. When offered a drink he notices that the ice in his finger is making a chemical reaction. The money Bond collected is a bomb and 007 is too late in warning King as an explosion rips throught the MI6 building.

Bond spots Cigar Girl in a powerboat on the Thames and steals Q's retirement project: a boat loaded with armaments for "fishing". After a spectacular chase, Bond catches up with the girl who is trying to escape in a hot air balloon. Bond is hanging on by a rope as Cigar Girl opts to blow herself up rather than face the consequences, leaving 007 dropping onto the Millennium Dome.

Title
Uttered by James Bond when Elektra King offers him the world, the title of the film is taken from Bond's family motto that adorned his coat of arms in "On Her Majesty's Secret Service". It is translated from the original Latin phrase "orbis non sufficit".

Cut Scenes & Alternate Versions
The trailer shows Christmas Jones telling Bond, "Someone is going to be after my butt." In the film, she says "Someone is going to have my ass."

Early press screenings ran for 160 minutes. The film was cut back to 128 minutes for release.
Scenes that were trimmed back include:
- Right after Bond jumps out of the Bankers office in Bilbao, the Cigar Girl comes into the Hotel Room from which Renard shot the guard. He says to her, he hopes that Bond will bring the money back.
- The boat chase sequence was originally 18 minutes long.
- The sequence in which King dies and Bond looks for the Cigar Girl was originally longer.
- Also shortened was the scene where Bond drives through the oil fields in Azerbaijan.
- While Bond is talking to Elektra her office was flown in by helicopter. It then expands to the size as it is seen in the film

Best Line
Zukovsky: "I'm looking for a submarine. It's big, and black and the driver is a very good friend of mine.

Best Mistake
When Elektra removes her earring to show Bond her mutilated lobe, it magically replaces itself in the next shot.

Distinguishing feature
007 shooting a 'Bond girl' for the first time, and Brosnan giving 007 a deeper persona.

Greed, revenge, world dominance, high-tech terrorism - it's all in a day's work for James Bond, who races to defuse an international power struggle with the world's oil supply hanging in the balance in The World is Not Enough, the 19th installment in the longest-running and most successful film franchise in cinema history.

From the banks of the Nervion River in Bilbao, Spain, to a spectacular high-speed boat chase up London's River Thames and through the highlands of Scotland, James Bond (Pierce Brosnan, in his third appearance in the role of the world's best-known secret agent) barely survives a potential nuclear explosion in a vast oil pipeline in Turkey - all in the name of protecting beautiful oil heiress Elektra King (Sophie Marceau) from notorious international terrorist Renard (Robert Carlyle).

With nuclear weapons expert Dr. Christmas Jones (Denise Richards) at his side, Bond travels to Azerbaijan, the Caspian Sea and Istanbul. There, a former enemy (Robbie Coltrane) becomes a formidable ally before the final dramatic showdown in the claustrophobic confines of a nuclear submarine beneath the surface of the Bosphorus Sea.

The World is Not Enough is an exhilarating adventure that takes all of the compelling elements expected of the Bond series and sets them against the background of a contemporary crisis on the cutting edge of today's news. Clearly, James Bond - Agent 007 - is back.
Sophie Marceau (Braveheart) plays Elektra King, the daughter of a murdered oil tycoon whom Bond is assigned to protect.
The World is Not Enough - International Version

The World is Not Enough - International Advance
The World is Not Enough also stars Desmond Llewelyn, who returns as weapons and gadget wizard Q, as well as Dame Judi Dench as M and Samantha Bond as Moneypenny. Robbie Coltrane reprises the character of double agent Valentin Zukovsky. The film also features John Cleese (A Fish Called Wanda) as Q's assistant, Serena Scott Thomas (Diana: Her True Story) as Dr. Holly Warmflash, who ministers to Bond, Maria Grazia Cucinotta (Il Postino) as Cigar Girl and music artist Goldie as Bull, Zukovsky's chauffeur.

A key element in the extraordinary success of the Bond series was the casting of Pierce Brosnan as Agent 007, first in 1995 in GoldenEye and again in 1997's Tomorrow Never Dies.

Dame Judi Dench, an Academy Award winner for Shakespeare in Love and a Tony Award winner this past season in the Broadway production of "Amy's View," plays M for the third time.

Desmond Llewelyn plays Q for the 17th time in The World is Not Enough, while Samantha Bond makes her third appearance as M's able assistant, Miss Moneypenny. And character actor Robbie Coltrane has the distinction of being one of the few Bond villains to return to the series, having first played sinister double agent Valentin Zukovsky in GoldenEye in 1995. An imposing ensemble of actors make their Bond movie debuts in The World is Not Enough.

British actor Robert Carlyle, perhaps best known for his starring role in The Full Monty, was cast as international terrorist Renard, a ruthlessly vicious villain - with a bullet lodged in his brain which makes it impossible for him to feel pain.
One of Q's latest inventions (actually unfinished in the film, which may explain its lack of weapons), Q refers to it as his "hydroboat" and explains that it can be used in only 3 inches of water due to it's jet engines.filmkamera
Bond humps in the unfinished Q Boat after the Cigar Girl's money bomb blows a hole in MI6 HQ. The Q Boat speeds down the Thames where Bond uses it's supreme maneuverability to good effect when chasing the Sunseeker. After the Cigar Girl blocks his route, Bond takes the Q Boat onto dry land through London's docklands and back onto the Thames opposite the Millennium Dome, where he jumps the boat up an embankment so he can catch on to her rising hot air balloon.
Bond Q boat :

The boat uses a powerful 350 hp V12 Chevy "jet" engine, which sucks water in at the front and pumps it out of the back at high pressure, therefore eliminating the need for conventional propellers.

The Q boat's engine makes a very recognizable sound and can propel the craft at speeds of up to 70 Mph, more than enough to keep up with the enemy's Sunseeker.

In case the user requires extra power (e.g. to drive the craft along a busy street), two rocket motors are fitted to the rear of the boat which can be turned on and off for short bursts by the occupant.
Major Boothroyd’s famous “Q” JET BOAT. Fifteen “Q” boats were originally built for the production. Today, only 8 survive. After production concluded the Ian Fleming Foundation acquired the one that performed the barrel roll stunt seen on the screen. Of the remaining 6 only one other boat made an on screen appearance. The other 9 boats were crushed.

Sir WinstonChurchill. Prime Minister twice  (1940-45 and 1951-55)
Out of office and politically "in the wilderness" during the 1930s, Churchill took the lead in warning about Nazi Germany and in campaigning for rearmament. On the outbreak of the Second World War, he was again appointed First Lord of the Admiralty. Following the resignation of Neville Chamberlain on 10 May 1940, Churchill became Prime Minister. His steadfast refusal to consider defeat, surrender, or a compromise peace helped inspire British resistance, especially during the difficult early days of the War when Britain stood alone in its active opposition to Hitler. Churchill was particularly noted for his speeches and radio broadcasts, which helped inspire the British people. He led Britain as Prime Minister until victory over Nazi Germany had been secured.

This FLYING PARAHAWK is first seen flying over the mountains making an attack run on Bond and Electra King. The Flying Parahawks did not come equipped with the full size Polaris Snowmobile built into the vehicle as this would have made them too heavy to fly. They were also equipped with a different rear propeller configuration. There were originally eighteen Flying and Land Parahawks built for the film. Two of the Flyers were kept by the production company.
